Is a Doctor of Judicial Science Candidate at Berkeley Law, conducting research on the diversification of energy sources through law and policy, for which he has received a National Energy Fellowship from the CONACYT-SENER Hydrocarbons Fund of Mexico.
During his path through graduate school he has worked as a Graduate Student Researcher in the Renewable and Appropriate Energy Laboratory, and has founded “Entwicklung von Energieprojekten, S.A. de C.V.” a Mexican consultancy firm specialized in evaluating the feasibility of energy projects and developing energy research.
Before coming to Berkeley Fernando worked in public service, particularly in the Mexican Federal Government, where he served as Deputy Legal Director of Judicial Career Analysis in the Federal Judiciary Council, and as Deputy Legal Director of Public Debt for the Mexican Ministry of Finance and Public Credit.
Fernando holds a Bachelors of Laws from ITAM (Instituto Tecnologico Autonomo de Mexico), and a Master of Laws with a certification in Energy and Clean Technology from Berkeley Law.
